That processor speed is not correct, it should have boost up to 3.4GHZ.

And yes. It will run photoshop just fine. The 1TB HDD is not ideal as it'll be slow. But given the price point it is around what you would expect. You could probably find a system with a 128GB SSD and similar other specs. It would make the system much faster, but it would also obviously reduce the usable disk space.
