Engineers report required

We have an issue with our contractors on an extension build. We chose the new "opt out" option on the planning, our architect walked away after planning was complete no further inspections were done. My father was to oversee the build but passed away so we had no one overseeing, but trusted the contractors. The issues are quite costly to repair. We have been told by our solicitor we need an engineer that is experienced in giving evidence in a court setting to do a full report. My two questions:
Does anyone have any experience and can recommend an engineer in the south east?
Does anyone know where we stand with the "opt out" issue. Does it mean the contractors could do what they like and then claim no one was there to stop them (actual words of excuse from the contractor).
    Failed to load the poll.
