Wasps nesting or something else?

In the past week or so I've noticed wasps hovering about and entering into one of my miniature bay trees. I suspected possibly the start of a nest but inspection does not reveal any obvious signs of a nest. Admittedly visibility is not perfect due to the foliage on the tree but could there be any other valid reason forbye a nest?

Any chance you have scale insect on your bay trees? The wasps might be feeding on the honey dew the scale insects produce?

Something like this https://www.growveg.co.uk/pests/uk-and-europe/scale-insect/ (close up so actually much smaller).

had the same thing on a miniature willow in our garden last year - loads of wasps on it all the time, no nest. I guess they were feeding on some other insect or sap or something like that.

Snails also feed on a scale insects eggs. Had a bay tree that was fairly covered winter before last and the snails did a good clean up job of the stuck on scale insects egg cases ...
