    As post title, Co. Council have to appeal to a higher member of staff. Yet they seem reluctant to mention FOI

    The councils aren't 'government departments' but they all have a FOI officer just google the 'X council and FOI', for the process. Or write your request and address it to the FOI officer at the main county office.
