Is there a way to tell for sure?
There's no life out of the tv when plugged in so could be a power supply issue either but this is the cheapest thing to try first no?

    Unlikely it's that

    ..............

Check across the high volt dc rails to see if there is a few hundred volts there is a good start

Don't go doing this unless you know what you're at though -

1 - it's straight to the mains - might kill you

2 - if you short across it - might spray metal into your eyes

Jaysus, go easy on the woe-betidin'.

Perhaps it'd be more helpful to explain how to test for mains voltage and discharge bulk caps?

Look on adverts.ie etc in case someone is getting rid of the same model with cracked screen.

Track down the service manual on the internets, - the hard part is to find out who made the TV and what other names it's known as. Most are UMC / Vestel / Chinese.
Check repair forums for known fixes

Switched Mode Power Supplies are Evil. Evil.
If any piece of kit could be said to be out to get you then it's an SMPS.
The black cylinder A at the bottom is potentially lethal. An old trick is to keep one hand in your pocket while working near such things, even if you are sure it's off.

TBH supression capacitors aren't even needed for the TV to work, they just reduce electrical noise. If it was the only problem then the TV should probably startup without it. YMMV.

And compared to the big electrolytics they generally don't give trouble. If lightning takes them out , then every thing else on the board is probably fried too.

Thanks for the advice. The capacitor is actually burnt on the side which can't be seen in the pic. Maybe I'll cut my losses.

The yellow one is 0.47uF at 275V, the one I linked is 0.47uF at 250V, should do OK. You could try desoldering 1 side of it
I would give those diodes a check with 1 leg desoldered too
ID the board and search for "repair kit" on ebay, might give you some clues as to likely failure suspects.

I may be wrong but that looks like a mains filter. It should work without the capacitors it'd just be noisy.
