How does £56 become €66 on a PayPal payment when the exchange rate makes it €62?

When the buyer pays the fee rather than the seller (for using paypal)

    or

I know on ebay one can choose to use your banks conversion rates or theirs , maybe something like that is going on.

    Paypal profit on exchange rate.

Current paypal rate is circa 1.17, so £56 = almost €66

    Official midmarket rate is 1.12 = €62

But as you don't get mid market unless the transaction is in the tens of thousands, a normal bank card rate would be approx 1.14, about €64.
