estate question

    Hi all, we live in a small rural estate created 10+ years ago. 10 houses in total, originally meant to be a gated community, fenced all around except the entrance. Here is my question - can the original land owner who still owns some land next to our estate, build additional houses and expand our estate, and by doing so change the layout of the estate and green area's which we the residents maintain, without consulting the residents?

    They can probably expand but they may not be able to build on the green areas within the estate.
