jet stream position

    My rather basic understanding of the Jet stream, moderated by the Polar Vortex winds, is that it can act as a "curtain rail" for weather systems though it is at a much higher altitude. So the high over Russia is moving it so far south in the image attached ? Are other forces at play ?
