Facebook Ads - How Much to spend

A friend is starting a site with an FB element to it - basically a ecommerce store and using FB to advertise products to potential customers.

My question is - how much is enough to realistically say an ad isn't working?

Or maybe what is the rule of thumb to say an ad isn't working.

For example, if he were to spend €100 on an ad - which resulted in no sales, but maybe got some likes etc - that I'd say is an indication something is wrong.

    What about €50 etc...
