Kitchen hot tap still running even though all other taps are dry

I turned off a valve at the hot water tank and it stopped all the hot water taps, including the kitchen initially. After a while the kitchen started flowing again and keeps going. All the other hot taps have stopped. Does the whole tank have to drain or what's going on? Thanks
