Wall slabs

We have slabs on our walls in the garden and every one off them have come loose.. I have tried cementing some of them again but they also came loose ...is there any type of mortar that will have a stronger hold something that will set well and last a long time

What do you mean "slabs" Like floor slabs? on the wall?
Or is it some kind of stone cladding?

Either way, if there is mortar between them, use a wall tie, or a nail, periodically through the mortar joint, to tie the whole lot to the wall.

Aside from that, Was there paint between the wall and the slab?
