Soundproofing considerations

I want to put 'PhoneStar' soundproofing sheets on an old plasterboard ceiling in my flat, there is a fuse-box in one corner that is touching the ceiling and also a length of conduit running along the length of the ceiling. Am I right in thinking that I will have to have the box and conduit lowered as the sound vibrations will just travel through them if not?
