Low flame on a gas hob

    I have a Whirlpool 4 ring gas hob I had thought I was running low on gas due to a low flame. I brought a new gas cylinder but it is the same way. If I put it to low it goes out altogether and only three rings work.
    I was wondering would it be the top that connects the cylinder to the cooker or would it be the hob itself that needs replacing?

    you may have a faulty regulator but may also be clogged jets
