There might be a substantial leak but I can't be sure. Should I report it?

A tiny stream near where I live has far too much water flowing in it given the drought conditions. I thought it would have completely dried up by now so I'm worried that there is some kind of leak because I can't think of another reason. Should I report it?

It may be caused by a leak but at least we can investigate and make sure that this is not the cause.
