I have done a bunch of arduino projects including barebones, Attiny85, ISP and my own libraries.

Want to take it to next level.

    Whats the next step?

    PIC or Avr road?

What are some good cheap development boards , tutorials , programmers, simulators?

Want to spend as little money as possible initially.

I'd recommend taking a look at the STM32 Nucleo boards. They are arduino compatible so you can reuse any headers you may have already bought whilst still allowing you to do more in depth low level firmware.

The ST website provides lots of example firmware to get you up and running quickly.

They're relatively cheap and come with the ST-Link built into the board so there is no need to buy an separate programmer.
