How do you determine if there's a water shortage?

    Hi,

    I was wondering how Irish Water determines if there's a water shortage.
    I understand that due to a lack of rainfall, there isn't as much raw water to process... but I was curious as to what physical factors are considered when deciding if there's a shortage?
    Is it a matter of increased use during the summer and the processing plant can't keep up?
    What models/measurements are used/taken to determine a shortage?
