LIPP Why no topping of reeds but yes to chemicals

    Why in the LIPP do they allow chemicals but not topping of Reeds ?

    A man is rich in proportion to the number of things which he can afford to let alone.

    Topping is allowed but not between the 15th of March and the 1st of July.
    The use of pesticides is restricted and only allowed for weedlicking of rushes and spot (knapsack/lance) spraying of weeds.
    I assume the rules are there to keep pastures as biodiverse as possible.
