Ulster Bank Mortgage - New Build Sign Off

Hi. I've been on an Ulster Bank mortgage for a fixed 3 year period due to expire soon. For one reason and another I've yet to get my house (new build) signed off by engineer, therefore it would not be seen as certified w.r.t to building regulations.

Is this certification necessary to move from my fixed Ulster Bank mortgage to another mortgage from the same provider? I'm just trying to line things up before the fixed term expires.
