Selling our house with attic conversion

We are sale agreed on our house which has an attic conversion. This was classed as attic storage in the ad as its not a habitable attic space.
The buyers are having issues with their mortgage however. We have no literature whatsoever for this conversion.
They mentioned about getting a cert of compliance. Is this difficult to get? There is two velux windows, one facing the front. Can this cause issues? It's a 2 story house. Surveyor was happy with conversion, mortgage provider not.

    Compliance with what?
    1. Planning for the front Velux:
    2. With building regs: you won't get a cert, an opinion at best
