Good flat bar bike

What is the best hybrid/city bike for about 600 Euro.
It's for a mate but I'm still trying to convince him that a road bike would be more useful in the long run as I know he'll get the bug for cycling.
Anyway if you's have any ideas it would be great or if yous have any really quality second hand ones for sale, I could pass them on to him.

Was looking for the missus in Decathlon (in a store while we were away) - I was quite impressed with the Triban Flat Bar road bikes. Actually, we will be, but the 100 rather than 520 which would be in your colleagues ballpark.

He done some research himself and the Triban 520 was one that he said kept popping up although i looked at it myself and the components seem very underwhelming.
Sunrace crankset and own brand brakes and wheels don't seem great value to me.
Am i missing something as it seems to have some good reviews.

I was really looking at the cheaper model*, so didn't get beyond gearing and weight to be honest.

*With the view that if we were going to spend 500, she may as well go for a 1000 bike on btw, so if it's just to test the waters the cheaper one would do.
