Hopefully someone nearby with a lathe that can turn down a couple of pieces of pipe 15cm length from 22mm OD to 19mm OD.

    Help!

    I’m in Ennistymon County Clare.

Ennistymon is not very nearby at all.

Sounds straightforward enough, however depending on application - rolling to reduce diameter on a thin walled pipe might be more pleasant, useful and stronger method.

Probably not available everywhere but try ringing any of the local engineering works, anywhere decent might have a lathe, or will defo know someone else nearby that can roll or turn.
