So, applied for a local government position last year, fixed term contract. Didn't get the post but was put on a panel which won`t expire until end of this year. A new position, permanent, same title, same grade, within the local gov. organisation has now been advertised. I was told that my placement on the panel has no bearing on this because the position I applied for was fixed term and the new position is permanent. This may be entirely right, I don`t know how these things work, can anyone advise please?

That's correct. Your fixed term is separate to the current vacancies
