C&E 160 notice

I ordered spectacles online from outside of EU. I got C&E 160 notice that its being held by revenue and I need to submit cost of item along with proof of purchase. The specs cost less than 50 euros, do I still have to pay any taxes on it? Plus they mentioned extra 10 euro fee for delivery. :(
