This fellow took a short rest outside our meeting room in central Dublin yesterday morning before being chased away by gulls. My brother thinks it may be a juvenile hobby but I understand they are rare in Ireland. Can anybody positively ID?

Young Peregrine, a little too early for this years to be on the wing yet so I'd be guessing a year old.....
