Painting exterior wall harsh environment

I am looking for some advice re painting an exterior wall which is exposed to the harsh atlantic ocean, we live 3 miles from the ocean so the wall regularly gets a thrashing of wind, driving rain and hailstones. The wall is 40years old and the paint just seems to bubble and flake off, regardless of how it is applied, my mother patches areas of it every year.

Its a 6" block wall, block on edge
