Quick question please. Is there permission required for a farmer to set up a water sprayer taking water directly from a stream?

Not sure nowdays as things have probably changed since Irish Water was established (although we haven't been informed) but farmers hold riparian water rights in Ireland.
E.g. we own over 3 acres of a lake that is part of the farm and we have historic riparian rights over those waters, iykwim.
