When am I getting connected to high speed?

    Hi,

    The fibre cable and splice box are in place on the telegraph pole outside my house for the past 6 months now.
    How long will it be before I can get connected to high speed broadband and who do I need to contact?
    supposed to be getting 4Mb/s but on average its less than 1Mb/s.
