Recently moved onto point 2 of normal clerical officer salary scale. From what I've read online, the 2nd point of CO scale as of Jan 1st 2018, got from Circular 22/2017 the salary is 24,864 which works out as 478.15 before tax/deductions.

I checked my online pay slip there and states the my weekly wages before deductions is 471.81. (24,534) I pay full PRSI and am single.

Anyone be able to shed some light on this? it's not an insignificant amount of money to be losing considering wages aren't great to start with.

Yes €24,619 annual or €471.81 a week is correct after 1 years service.
