Planning permission, rebuild derelict cottage, wind turbine

There is a derelict house, circa 1700, on my land in Mayo. It was my fathers home place but its been empty for 50+ years. Its quite rural but the problem is there is an extremely large wind turbine basically in the back garden, around 300m. The turbine wouldn't bother me in the slightest but would the council grant planning permission to restore the property? I would love to rebuild it! The mature location and the fact that I would be the 6th generation living there would make it my dream home.

How much is still there to restore?
I doubt the wind turbine owners would have much of an objection...(if you put in for planning)
, could you restore it largely without planning, ( off grid, solar panels for electricity ect)

Ideally we would like to be off grid but do you not need some sort of permission from the council? I'm completely clueless about planning permission/building. If there's a possibility of being allowed we would educate ourselves on living off grid. We're in no rush. I read a residential home has to be 4 times the height of the turbine away from the house. The turbine is 120m. The cottage has 4 walls and a slate roof. The slates are good but the beams are not in good condition.
