Eflow fine dispute, premium number!?!

    So i got a fine in the post. I paid the original fee and have the receipt to prove it. When i rang eflow they keep referring me to a premium 1890 number and they refuse to call back. I do not want to waste credit on ringing an 1890 number for a mistake they have made. Is this even legal?
