How will the ban on waiting lists be implemented?

The new School Admissions Bill is due to ban waiting lists, does anyone know how this will be implemented? All the reports I can find are focusing on the baptism barrier

The reason I ask is that we are due our first over the summer and most of the schools around us are oversubscribed and operate waiting lists. Do we still need to get our names on these asap? Will they be phased out year on year or will existing waiting lists be torn up? It really doesn't seem clear

I would guess that Minister Brutal doesn't know either what to do or how to do it.
