    Ineptitude?

The external study has a literal order of magnitude in its range.. Between 800 and 8,000. Should the government post figures with a casual 10x possibility of error?

The government is apparently doing their own one at the moment. Electricity is barely back on in the country.

The point is they used a methodology and they estimated their error factor. They realise that people who died because of damage caused by the hurricane are victims of the hurricane too.

Is anyone really disputing that? Governments can't really just put arbitrary numbers on official death stats.

So this new figure is including things like people who die in hospital due to no electricity and things like that?

It seems to be the total number who died over what the average for that period would normally be.

They also visited 8,000 homes or something and got reports of 38 dead, and they're extrapolating that to the whole country. (I read it ages ago but the numbers are something like that.)

I don't think anyone is suggesting it's accurate, but it's being used to force the government to get an accurate number.
