So these guys called, with a nordie accent,
    Silly me answered.
However, he asked for my partner.
I said she not here what do you want?
Him: Selling tickets for a raffle.
Me: Where did you get this number,
    Him: dataexcel.

I dont know dataexcel, but its possible she used my number for something,
However with GDPR, shouldnt that be gone?

Also whats up with that number?
    Googled it with nothing found

For starters, looks like a Dublin Landline number. Call centre maybe.

Rule 1 - If you don't recognize the number, don't answer, let it ring out.
Rule 2 - If the call is important a voicemail will be left for you.
Rule 3 - If there's no voicemail assume, because of rule 2 above, that it's a scam number.

Note the three 0's at the beginning :) They're faking the caller-id trying to look like a genuine Irish Dublin landline but failing.

If you have a few minutes to kill, lead them on.
If not just hang up and block.

Sorry. Looked at quick and seen 00353, the international prefix for Ireland.

Yea, I didnt see the 3 0's at first, I get so many calls in a day, this 1 just slipped me.
I'm no fool to the belarus numbers ect.

But just quickly answered cos looked like Dublin.

I would have thought the same regarding voicemails but a scam number left me two voicemails early one morning recently. They were so garbled I couldn't make out what they were saying. On googling the number it was from somewhere in America. Block the number OP, I had to save it first and then had the option to block it.
Edit to add it looked like an Irish number at first glance , but too many 0's

But also, that they had my partners first and last name....
    Just fishy..
