Working for a Council as an engineer/architect - what's it like?

I see that there have been quite a few positions for engineers and architects with county councils being advertised lately. I'd love to know what it's like to work for a council in those capacities. Obviously you get the cliché that council jobs are cushy and slow paced, which would actually put me off but the idea of working on public projects and social housing appeals to me.

Would be great to get some insight!
