Tap Won't Turn Back On After Turning Off

Hi all, This morning after having a shower I turned the hot water tap off however after turning all the way off it kept turning to the right and now when turning left it doesn't turn the water back on. I assume the thread has worn away and come loose or perhaps needs a new washer. Would anyone be able to advise how to go…
