Electricity usage for a 2 bed

    Does an annual 5500kwh for an all-electric 2 bed flat with an E BER, with 2 occupants, sound normal?

    Should be ~€850pa electricity bill I assume

    Depends on a lot of different factors- but the single item screaming at me here- is the BER E rating- which is extremely poor.
    5000kwh- is plausible- hell, even significantly higher would be plausible- depends on weather, severity of winter etc etc
