Primer for Lime based render

    I am wondering if I need to apply a primer to a failure smooth clay brick surface before starting with the first lime scud/harl coat. My builder suggested to use PVA mixed with water but I think this would be counterproductive as it would reduce vapour permeability.

    Any suggestions on what to use in this case or whether it is needed at all?
