    They are pretty reliable but the insurance may be a problem.
    Some companies won't cover a 17 year old.
    Also if he hasn't got a no claims bonus a 1.8 will be expensive.

    Less than 2 months NCT left, I know it's only €500 but if you put it through the NCT and it is revealed to be a complete shed it's worth nothing. Perhaps he could ask seller to put it through NCT, even if it fails he will at least know what he's looking at to put right before buying it.
