Hi - having a debate with my kitchen designer about whether it is possible under regs to cover the boiler-pump set up in the attached photos with a panel. As far as know as long as serviceman can easily access the boiler and has clearance to unscrew and remove the boiler cover it’s ok? Designer is saying it’s not allow to cover it at all...?

The gas service man or woman will not remove any panels due to the risk of damage so I’d just fit it and then remove it yourself the night before the service is due.

I assume you are just talking about the lower half to hide the pipe work?

Hard to tell from the pics, but is there already a door in front of that "utility room"?

If so, I'm not sure what you will achieve with a panel.
If not, put a door in!

Or something like this could work
