Hi there I want to know if I sold my car to a person for example on Monday May 14th when Cert is sent to Motor dept in Shannon will they have that date(14/5) on the new cert? Or will they put the date they received it into their hands (possibly Fri May 18th) as the vehicle change of ownership date?

It goes by date you put on the VLC.
