    What type of screws are needed, would I need wall plugs?

    Depends on what you are doing it for. But red or brown plugs and 50mm or 60mm screws should be good.

    Attaching a water pipe to the wall, how do wall plugs work, drill the hole place in the plug and the the screw?

    Yeah, red plugs need 5.5mm masonry drill bit and drill in about 10mm deeper than the length of screw you are using, then insert the plug and then the screw.
