    The plan has been that those with meters must stay within the quota (or pay a levy) while those with no meters (almost half the population) can use what they like - free of charge. Is this still the situation? Or has IW figured out a fairer method of running things?

    I look forward to hearing from you on this matter. It is a serious matter because the IW plan appears to be that those with meters will have excessive usage levies imposed by law while those without meters not have levies imposed and can use what they like.

    This plan is guaranteed to fail - even normally law-abiding citizens will refuse to accept a quota which only applies to some and not to others.

    So Sean can wash his car every evening without a care in the world while Pat next door can only wash his once a month or else risk going over his "allowance"?

    Sorry, won't work! Can't work! Naive in the extreme to think the Irish people will accept this!

    This question continues to be dodged by IW. It would appear to be the case that IW do not know how to deal with this obvious conundrum and are simply hoping to somehow bluster through without addressing it.

    The plan appears to be that some will have restrictions on usage while others will have no restrictions on usage and this kind of apartheid situation will not be tolerated by the public at large.

    Those who receive bills for excessive usage will challenge the constitutionality of a law that applies to some and not to others (in the absences of a valid reason for why it should apply in this way) and enforcement will not be possible.

    The fact of the matter is if a home is without a meter (and there are the guts of a million households without one) the family will not have a quota and will not get a bill no matter how much water they use.

    If a house does have a meter, the family will be restricted by a quota and they will get a bill if they go above that quota. (and they could end up in jail if they don't pay it).


    So if you don't have a meter, lucky you!

    If you have a meter you have to pay if you go over your allowance. If you don't have a meter, you can use what you like and you won't be charged.

    What's to clarify?
