Howth Road Closure in May

Hi, 
Is there a contact phone number or email address for Irish Water to enquire about the road closure planned from May 21st in Howth and in particular on Balscadden Road?
We are moving on May 22nd-23rd and need to make sure we have easy access to the house and on/off the road on those dates.
