Are enlarged papillae on surface of tongue normal? Kind of jelly looking raised bumps on the tongue. Not sore. Also have an ulcerated area at the back of the palate. Any advice appreciated.

The circumvallate papillae can vary in size in individuals.
Patients often think it's something pathological when it's normal anatomy.
Who told you it was enlarged?

So many reasons for oral ulceration.
In general avoid traumatising it further and let it heal. If it doesn't go away within 2 weeks have someone look at it.
