I think I have two cows on today, one is waiting/standing still when mounted and other cow is actively mounting the cow in heat.

Is it possible the mounting/rising cow is on too? The cow in standing still heat attempts her to mount but she won’t wait.

Question is it possible to get a cow A.I’d if they are not fully in heat ? Could it do any harm to the cow ie would the cervix be open ?

She's probably coming into heat or will be on heat in the next few days

Put both in for AI and tell the AI man your not sure about the second one. He should be able to tell.
If you put in onlhy one cow - he'll tell ya there on, which or whether. Cynical I know, but that's what I've seen. They won't go away empty handed.

If she's mounting the front of the other cow she's probably on too. Look out for a clear slime too.
