Central Heating heats water, but hot water setting doesn't

    Hi Guys, 
    I have a Potterton Promax HE Plus boiler. It has two settings - 1) central heating and 2) hot water. 
    The central heating is working fine - it heats radiators and also heats the water. 
    However, the hot water setting does nothing - the boiler doesn't fire at all. 
    I also have solar panels and these don't seem to be heating the water either - both solar panels and hot water setting were working last summer, just noticed now that they're not as we're no longer turning on central heating. 
    The thermostat on tank is set to 60 degrees, any ideas what could be causing this?? Does it sound like diverter valve is gone?
