best value android mobile with ip68 standard

Hi folks,

I need to change my mobile.

Himself needs a phone which is dustproof and waterproof - or as good as is out there at the moment. IP68

Wants to get it on prepay because because he uses the €30 prepay tarriff on Vodafone which he will be sticking with.

This is what we have found so far:

Samsung s9
Iphone x4
Huawei P20 pro

or is there a good case that can be bought which would provide the same protection...cannot be too bulky though....man - jeans pocket!

You might want to wait a few weeks for the OnePlus 6 as I believe it is supposed to be IP68 and will be better value than those phones.
