We have a Ferroli Tempra 30 boiler for our gas heating. It's 16 years old. Over the last while, there's water dripping constantly from the outlet pipe and it appears rusty.

Any idea what's happening here please?

Most likly. water in your radiators is dirty and leaking out of the safety valve on your boiler.

You need to establish the reason for the safety valve lifting and repair it( most likely a expansion vessel issue) and flush out your heating system so the dirty water stops having a negative impact on the boiler.
