    I'd say that in certain jurisdictions it would be verging on downright criminal but just illegal in others however it depends on how the authorities enforce the law. Its very difficult to say without actually knowing.

    Section 17 of the road traffics act 1977, under carrying of the persons act in accordance with statutory weights and measures limits of limitations of mechanically propelled 2 wheeled vehicle hence motor scooter.
    It is illegal to carry a defenceless lady hence woman to ones place of employment, unless stated in a court of law at the bequest of the offender at a sitting of ones choosing, that on the day in question it was raining..

    So according to that act/law..
    It seems to be legal.

    The carrying of the bicycle in and of itself is not illegal, however carrying an unsecured load (a person holding on would not qualify as secured, it must be secured to the vehicle) and a load which extends beyond 1 foot of the side of a vehicle is illegal, so to answer the OPs question, yes it's illegal.

    When younger and in London. Had to move flat and I only had a motorbike at the time
    Took me a few trips from North London to East London but no real issues. The biggest hassle was the TV balanced on the seat in from, legs trying to brace it - -24” CRT ---a big MF’er and heavy to boot – only issue was I lost the bloody remote!
