would you need permission for a carport at the front of the house?

Now, when I say car port....

My next door neighbours house is set to the left of mine and fully ahead of it, meaning my drive is flanked to the left by the external wall of his garage.

I was considering putting a large ( perhaps 100*100) wooden beam protruding out from the neighbours garage wall about 2500 at about 4 meters from the front of my house.

I would then hang a canvas sail or awning between the post and the house to create a car port.

What would the planners make of this do ye think ?
